Overview

The gas-electric interdependencies examined in EPRO HandbookII are part of a much broader category of risk in Black Sky events. Ifa catastrophic cyberattack or other Black Sky hazard disrupts oneinfrastructure sector -- for example, the electric subsector – natural gassystems will suffer collateral effects from the loss of electric service, even iftheir own systems were not directly attacked. In turn, because the electricgrid depends on the flow of natural gas to sustain and restore electricservice, the collateral effects on gas systems will severely disrupt powerrestoration operations (leading to still further cross-sector disruptions).  

Power restoration also depends on infrastructure beyond the natural gassubsector. In particular, the availability of communications systems to helputilities coordinate and conduct restoration operations will be absolutelyvital during Black Sky events. Yet, as occurred in Superstorm Sandy, the lossof electric service on which cell towers and other communications nodesdepend, can cripple communications systems. Assessing and mitigatingthe indirect, collateral effects that Black Sky events will create, ultimatelyto include all 16 infrastructure sectors, will be essential for progress. 

The EPRO Executive Steering Committee and Sector Steering Committeeprocess supports such cross-sector coordination, with a special focuson extreme, Black Sky hazards, facilitating coordinated planning amonga growing number of critical sectors and the public and private sectorpartners necessary to build resilience against these uniquely severescenarios. All such initiatives should be ramped up and be aligned for unity of effortto strengthen Black Sky preparedness.
