Overview

A critical finding of EPRO Handbook I was that the existing framework fordisaster response and recovery in the United States, including the NationalResponse Framework and the NationalRecovery Framework, provide a strongfoundation on which to buildpreparedness for preserving publichealth and safety in Black Sky events.32The Handbook also noted thatFEMA and its interagency partnerswere making considerable progress inintegrating private sector partners intodecision-making to help guide andprioritize support for infrastructurerestoration operations. Most notable,the establishment of an Energy TaskForce during the response to Sandy (andgiving the electric industry a “seat at the table” at FEMA’s National ResponseCoordination Center) constituted a major step forward in strengthening government-industry collaboration, and provided valuable lessons learnedfor how restoration operations can be better coordinated in future disasters.

However, Black Sky events will entail vastly greater response and recoverycoordination challenges. All 15 Emergency Support Functions (ESFs) will needto function in a coordinated, integrated fashion with the owners and operatorsof systems in all 16 critical infrastructure sectors.34 Moreover, these coordinatedoperations will need to go forward in a severely disrupted and politically whitehot environment, where response and recovery support assets will inevitablyfall far short of need. Given the extraordinary and unique challenges, thoroughadvance planning, resourcing and training of such a multi-sector coordinationprocess, along with the many new tools and capabilities it will need (many,but not all of which have been highlighted above), will be essential to success. 

EPRO Handbook III will assess these challenges and offer options forstructuring a Black Sky-focused National Recovery Coordination SupportFramework that could help to meet them. But the recommendations that followin this volume provide a critical starting point to do so. Measures to increasethe resilience of the water sector and the flow of fuel for power generation willmake enormous contributions to Black Sky preparedness, and greatly facilitateresponse and recovery operations when – not if – Black Sky hazards strike.
